Why register .mo?
Macau, also spelled Macao, is a city in the region of the People's Republic of China. With a population of about 650,000, it is the most densely populated region in the world.

Macau was also a former colony of the Portuguese Empire and remined under the colony rule until 1999, when it was transferred to China. Macau is now a special administrative region of China and it maintains separate governing and economic systems from mainland China under the principle of "one country, two systems. If you conduct business from within Macau , it is time to register a .MO domain extension. Additional Information

You need have a business license or trademark registered in Macao to get your .com.mo domain name registered;
Your Second level .mo domain name must correspond to an existing .com.mo domain name you have registered before; OR
You may register your Third level and Second level .mo domain names together;
The domain name that you intend to register should correspond to your business name or trademark.

A) Introduction

University of Macau registered its domain name under 'mo' from INTERNIC since 1992. During the time we got in touch with Internet mainly through E-mail communication. In 1994, when our University has established its own lease line to Internet through HARNET in HK, we started to provide domain name service to local public.

MONIC is currently operated by University of Macau for the sub-domain of 'mo'. We provide the sub-domain name registration services to local public.

C) Implementation Rules

DETAILED IMPLEMENTATION RULES FOR REGISTRATION OF DOMAIN NAMES ON MACAU's INTERNET

CHAPTER 1. GENERAL PROVISIONS

Article 1. These Implementation Rules are formulated in order to implement the registration and the operation of third-level domain names of Macau's Internet.

Article 2. Applicants for domain name registration must be organizations that have been registered according to law and can independently assume civil liability. Individuals may not apply for domain name registration.

Article 3. The WWW server installed at the University of Macau working as Internet Network Information Center (MONIC) (http://www.monic.net.mo) will be used to announce information on domain name registrations and other relevant matters.

CHAPTER 2. APPLICATION FOR, EXAMINATION AND APROVAL OF DOMAIN NAME REGISTRATION

Article 4. Applicants for registration of third-level domain names, (Applicants) should follow the conditions;

the domain name application for registration conforms to all the provisions hereof;
the applicant's primary domain name server is operated within Macau and provides continuous service for the domain name; and
the applicants designates an administrative contact and a technical contact respectively responsible for the administration and the operation of the domain name server at the requested level.
Article 5. When registering third-level domain names, Applicants should submit all the documents ;

Enterprises applying for domain name registration under COM must submit a photocopy of their business license registered in Macau Government, authorities applying for domain name registration under GOV must submit a photocopy of the approval document of the corresponding department in charge. Organizations applying for domain name registration under ORG must submit a photocopy of the approval document of the corresponding department in charge. Applicants may obtain Application Form for Domain Name registration via the WWW (http://www.monic.net.mo) Domain name selected by applicant must be consistent with their organization's registered name.

Article 6. Applicants may submit their applications for registration via electronic mail, and photocopies by post, or in person. All the documents required for domain name registration should be delivered within 30 days thereafter. The date of an application should be the date on which the first application for registration is received. If any of the documents required for domain name registration is not received by the MONIC within 30 days, the application will automatically be null and void.

Article 7. The Applicant should be responsible for the domain name selected. When completing and submitting the application form for domain name registration, the Applicant should warrant that the contents thereof are true and that registration of the domain name selected will not harm the interests of any third party. The Applicant must warrant that registration of his/her domain name is not for any illegal purpose. The domain name of the Applicant should be consistent with the name on the seal and the relevant certificates.

Article 8. An authorized document of attorney should be issued if the Applicant appoints an agent to apply for and handle domain name registration or handle other domain name matters. The authorized document of attorney should specify the substance and authority of agency. When the agent handles domain name registration, he should submit the authorized document to MONIC for approval

Article 9. Whether the Applicant applies for domain name registration him/herself or through an appointed agent, the domain name administrative contact must be a full member of the organization applying for the domain name.

Article 10. The MONIC should examine accepted applications, upon on approval, complete registration within 10 working days. If the MONIC considers that the contents of an application for domain name registration require revision, it will issue e-mail to Applicants for revisions. The Applicant should make the revisions within 30 days from the date of its first application for registration. If it does not make revisions, or if it makes revisions after expiration of the time limit, the application will be rejected and the Applicant will receive an e-mail of notice for rejection.

CHAPTER 3. CHANGE AND CANCELLATION OF REGISTERED DOMAIN NAMES, AND RULINGS ON DISPUTES

Article 11. To apply for the change of registration of a registered domain name or other registered particulars, the Applicant will submit the documents same as applying for a new domain name.

Article 12. To apply for the cancellation of a registered domain name, the Applicant should submit the confirmation letter from the organization with authorized signature and organization chop. MONIC will verify submit document and will cease Domain Name operation.

Article 13. In the event of a dispute between a domain name registrant and a third party arising from the registration or use of the domain name, the MONIC will not act as a mediator and the domain name registrant itself will be responsible for handling the dispute and bearing the legal liability. Where a third-level domain name is identical to a trademark or enterprise name registered in Macau but the registered domain name is not owned by the holder of the registered trademark or enterprise name, the domain name registrant may continue using its domain name if the holder of the registered trademark or enterprise name has not filed an opposition. If the holder of the registered trademark or enterprise name files an opposition, the MONIC may retain domain name service for the holder of the domain name for 30 days from the date on which it is confirmed that the opponent owns the registered trademark rights or enterprise name rights, and the domain name service will automatically cease after 30 days. The MONIC will not be responsible for any legal liability and economic dispute.

CHAPTER 4. ADMINISTRATION OF AND STANDARDS FOR REGISTERED DOMAIN NAMES

Article 14. There are five category domain names, namely : COM for enterprises in the fields of industry, commerce, finance, etc.; EDU for educational institutions; GOV for government agencies; NET for informational centers (NICs) and operation centers (NOCs) of interconnecting and accessing networks; and ORG for all kinds of non-profit organizations.

Article 15. Foreign enterprises or institutions applying for registration of a domain name under the third-level domain name of the MO must have a branch or a office in Macau.

Article 16. Currently MONIC does not implement an annual inspection of registered domain names.

CHAPTER 5. DOMAIN NAME ADMINISTRATIVE FEES

Article 17. The principle of being non-profit-seeking and providing remunerated services, the MONIC will charge administrative fees for new registered domain names. The application fee is MOP 200 per registered third-level domain name.
