Additional Information

November is the month when a Cyrillic domain zone was born - .?? (Russian Federation). Russia became the first country that allows top-level domains in non-Latin characters.
Up until now, governments, companies and individuals could register domain names based on different languages only in Latin transliteration. The current Internet domains system will go much further allowing Cyrillic characters in a URL.
The final decision to introduce Cyrillic URLs was made in October 30, 2009 when the ICANN finally approved the request to let different states use their national alphabets for domain names. On November 16, the Russian Coordination Center for National Intern Domain (RU-Center) submitted an official request for creating a .?? zone. Although trademark(Sunrise) registration of Cyrillic domains starts on November 25, the first Government requests were already submitted on November 11. The administration of the Russian president is very likely to become the first institution in the .?? with a new URL. www.kremlin.rf
The first stage of registration starts on November 25, 2009 and will continue until March 25, 2010. Only government organizations and owners of officially recognized trademarks - there are at least eight thousand trademarks owners in Russia- will be allowed to apply for a .?? address during the first months.

Who may participate in the Sunrise registration?
Only trademark holders can submit a Sunrise registration application. The trademark should be registered under national procedure in the Russian Federation or international procedure with the specification of Russia.
The domain name can only contain Cyrillic symbols, numbers and hyphens.
Whenever required, SAFENAMES LTD may request the copy of the trademark certificate and copy of the legal entity or entrepreneur registration certificate that is valid as of the domain application submission date. ?? domains have a yearly registration term and are renewable each year.
If two or more holders of the same trademark submit applications for the same domain within the Sunrise registration period, the domain will be registered to the name of the user who was the first to have fulfilled the registration terms. Non-residents may submit Sunrise registration applications if they are holders of a registered trademark under the national procedure in the Russian Federation or international procedure with specification of Russia.

Registration of third level domains in .COM.RU, .NET.RU, ORG.RU and PP.RU zones is free of charge.
The request for a domain name should be sent only from working address. The letters sent from idle addresses, and also the letters received from users mailer-daemon, uucp, cron and postmaster are not processed and answers to them are not sent.
The request for domain registration must be sending by person or organization specified in bill-o field of the domain description form. The domain starts to operate immediately after its registration if the nameservers list was tested successfully.
A legal or physical entity can be a payer for the domain.
The Contract between the payer and RIPN must be concluded before the domain registration.
The domain must be paid within one month after the domain registration. An invoice will be sent by post.
The right of disposal of the domain name and the right of choice of an organization, which provides technical support of a domain, belong to domain administrator - the organization or person, specified in admin-o field of the domain description form.
As third level domain administrator can act:
in .NET.RU zone - organization, which takes part in developing of Internet, for the purpose of realization of Internet development projects
in .ORG.RU zone - non-commercial organization
in the .COM.RU zone - commercial organization
in the .PP.RU zone - individual person

Foreign organizations can register domains in .RU, .COM.RU, .NET.RU, .ORG.RU and .PP.RU zones, acting both as administrators and payers. Such organizations can fail to have their offices in Russia and can use services of non-Russian providers.
General provisions for administering domains .NET.RU, .ORG.RU, .PP.RU (GENERIC type)
1.1. RIPN provides registration and delegation of third level domain names in the .NET.RU, .ORG.RU, .PP.RU domains in accordance with this Rules. Modifications are implemented by agreement with Coordination Center for TLD RU. The rules approved by Coordination Center for TLD RU are available at RIPN's web-server.

1.2. RIPN provides the domain operation on the basis of its technical facilities.

1.3. When registering a third level domain name RIPN is not liable for infringement of trade mark rights, for possible conflict situations caused by using the names of other organizations, as well as for other conflict situations, which may occur when the domain name is used.

1.4. Registration and delegation of third level domain names in the .NET.RU, .ORG.RU, .PP.RU domains is free of charge.

1.5.Domain names in the .NET.RU, .ORG.RU, .PP.RU domains are not the objects of purchase and sale.

1.6. All contact persons indicated in the Application for registration of a third level domain should be accessible by e-mail. If the contact persons are inaccessible, RIPN is not liable if information messages are not received by them.

1.7. For each instance receiving the writing issue from an Administrator of a third level domain name according to Subsections 2.9.1, 2.14(1) and 5.2 where an Administrator of a third level domain name is an individual and has not specified the identification information in application form #[PERSON_TEMPLATE], RIPN shall obtain confirmation that this person has the authority to request specified actions pertaining to the third level domain name. Instructions are available at RIPN's web-server.

Conditions of registration and delegation of a third level domain in the .NET.RU, .ORG.RU, .PP.RU domains
2.1. Registration and delegation of a domain name in the .NET.RU, .ORG.RU, .PP.RU domains are made only in the presence at least two domain name servers (primary and secondary DNS) supporting the delegated third level domain. At least two of the DNS servers must be on different IP networks (on different Class C networks in customary terms) and have reliable connection to the Internet. A "reliable connection" implies that the total time for which the server is not connected to the Internet does not exceed two hours a day.

2.2. The domain name servers (primary and secondary DNS) must be maintained in conformity with the requirements of the international standards RFC-1032, RFC-1033, RFC-1034, and RFC-1591.

2.3. The information on domain name servers must correspond to the current state of the network.

2.4. It is advisable to register third level domains

in the .NET.RU domain - for projects connected with Internet development;
in the .ORG.RU domain - for noncommercial projects;
in the .PP.RU domain - for persons.

2.5. Under selection of domain names in the .NET.RU, .ORG.RU, .PP.RU domains:

2.5.1. it is recommended to follow the title of projects, the name of an organization or a group of organizations, or the surname or first name of a person on behalf of which/whom the application is sent in. An Applicant should give an annotation of the requested domain name in ‘descr’ field in English and a detailed explanation of the reason for choosing the domain name in ‘comp-d’ field in Russian. The description of the domain name in ‘comp-d’ field is not put in databases accessible to the public and is not given to other organizations.

2.5.2. on registration of a third level domain name for a legal or individual person, as well as for announcement of their activities, exactly this legal or individual person it is recommended to specify in ‘admin-o’ field.

2.5.3. if a third level domain name is registered to be used by several organizations and it is equivalent to the name of one of them, exactly this organization it is recommended to indicate in ‘admin-o’ field.

2.6. A domain name should consist of more than one symbol, begin and end with a letter of the Latin alphabet or a digit, intermediate symbols may be letters, figures or a hyphen.

2.7. Application for registration of a domain name is declined unconditionally when the requested domain name already exists and has been registered on behalf of another organization or individual person.

2.8. RIPN has the right to decline the application for registration of a domain name in the following cases:

2.8.1. If not normative words or phrases conflicting with the laws of the Russian Federation are used in a domain name.

2.8.2. If an application for registration of a domain name does not meet the requirements set forth in the General rules for preparing applications.

2.9. RIPN has the right to suspend immediately the delegation of the third level domain in the following cases:

2.9.1. If the third level domain Administrator indicated in ‘admin-o’ field of the domain description form #[DOMAIN TEMPLATE]# sends a formal letter.

2.9.2. If the service of technical support of the domain makes a request when after changing information on domain name servers (‘nserver’ field of the domain description form #[DOMAIN TEMPLATE]#) the conditions of the article 2.1. of The Rules are not fulfilled.

2.10. RIPN has the right to test DNS-servers at any time. If the articles 2.1., 2.2., 2.3. of this Rules have not been being fulfilled for more than one month RIPN has the right to suspend the delegation of a third level domain until the breach of maintenance of the servers is eliminated. At the time of suspension of the delegation of the third level domain the right to administer it belongs to the third level domain Administrator indicated in ‘admin-o’ field of the domain description form #[DOMAIN TEMPLATE]#. Domain delegation should be resumed after submitting an applicatian with domain form contained new DNS-servers data meeting the reqirements of the articles 2.1., 2.2., 2.3. of this Rules and after receiving positive results of a validity check on DNS-servers.

2.11. When the information on the organization acting as a third level domain Administrator in the RIPN database ceases to correspond with reality (becomes out of date), it should be renewed within a month from the moment of its change.

2.12. RIPN has the right at any time to request a third level domain Administrator identification and communication information and if necessary the documentary confirmation of this information. This information is indicated in application forms (templates) for organization and person (including fields marked OPTIONAL).

RIPN sent notifications by e-mail to the contact addresses of third level domain Administrator given in the RIPN's database weekly during a month.

2.13. If the requested information (documents) is not submitted within a month from the moment of sending the first notification RIPN has the right to stop domain delegation. Domain delegation is restored within three working days from the moment of submitting requested information (documents) by the Administrator.

2.14. RIPN terminates the registration of a third level domain name in the .NET.RU, .ORG.RU, .PP.RU domains before the expiry of the registration term in the following cases:

(1) by reason of the Administrator's written request;

(2) over the expiry of one month from the moment of suspending delegation (section 2.10, 2.13) if the Administrator the third level domain name does not eliminate reasons of the suspending delegation;

(3) the conditions (section 1.5) are not fulfiled for the domain name;

(4) by reason of an effective court order:
- which finds that the administration of the domain by its Administrator breaches the plaintiff's rights;
- and/or prohibits the use of a designation belonging to or licensed to the plaintiff in the domain name.
In such cases, the person whose rights the court has found infringed is given priority in registration of the vacated domain. To make use of the prerogative, the person should send a written request to a Registrar's address not later than 30 (thirty) calendar days after the court order becomes effective.

Processing applications for registration of a third level domain in the .NET.RU, .ORG.RU, .PP.RU domains
3.1. Registration and delegation of third level domain names in the .NET.RU, .ORG.RU, .PP.RU domains is made on application. All applications are considered with equal reason irrespective of the fact on behalf of which legal or individual person they are sent in.

3.2. If there are several applications for the same domain name, a decision on its registration is made in order of coming.

3.3. The application form for registration of a third level domain in the .NET.RU, .ORG.RU, .PP.RU domains and recommendations on filling it are available at RIPN's web-server.

3.4. The application form for registration of a domain name can be sent by e-mail at the request of the Applicant within a working day from the moment of the receipt of the request. The request should be made to the address of the service desk: ru-ncc@ripn.net.

3.5. The filled application for registration of a domain name should be sent to the address of the automatic processor: ru-dns@ripn.net or via WWW-interface for making up and sending application.

3.6. Confirmation of the receipt of the filled application for registration of a domain name is sent to the Applicant within one working day from the moment of the receipt by RIPN.

3.7. Decision on the application for registration of a domain name should be sent to the Applicant after lapse of two working days from the moment of the acceptance of the correctly filled application to the queue for registration.

3.8. Registration and delegation of a third level domain name in the .NET.RU, .ORG.RU, .PP.RU domains can be made if the conditions set forth in article 2 of The Rules are fulfilled.

Annual re-registration of a third level domain in the .NET.RU, .ORG.RU, .PP.RU domains
4.1. Annual re-registration of a third level domain name in the .NET.RU, .ORG.RU, .PP.RU domains is made on the expiration of the accounting period.

4.2. The process of re-registration of a third level domain name in the .NET.RU, .ORG.RU, .PP.RU domains consists of the following procedures:

4.2.1.Verification of information on the domain name contained in the RIPN database.

If there is no answer to the request of RIPN within three working days, it is considered that updates to the information are not required.

4.2.2. Check of DNS-servers indicated in the database for a domain name (“n-server” field)according to section 2.10.

4.3. Annual re-registration extens registration of the third level domain for the next accounting period.

Changes to the information of a third level domain in the .NET.RU, .ORG.RU, .PP.RU domains
5.1. The procedure of an information update of a third level domain is available at RIPN's web-server.

5.2. The procedure of re-delegation (assignment of rights) of a third level domain is available at RIPN's web-server.

Registration and Technical
Support of Second Level domains
in .RU zone

REGULATIONS AND TARIFFS
for services on registration of second level domains in .RU zone.


TERMS USED IN THE CONTRACT

DOMAIN - zone of Internet hierarchical names, which is serviced by
the set of domain name servers (DNS) and is centrally
administrated. Domain is identified by the domain name.

DOMAIN REGISTRATION - domain data receiving and registering in RIPN
database. Service in registration of the domain is rendered
from the moment of the entering of information about the domain
to the database. Registration of the domain operates within one year,
beginning from date of registration of the domain.

CANCELLATION OF REGISTRATION - excluding of information from
Ripn database.

DELEGATION OF A DOMAIN - registration of domain data in .RU zone and
transfer of its administering rights to domain administrator.

DOMAIN ADMINISTRATOR - legal entity or individual person to whom a
domain is registered. The data on domain administrator is
specified in "admin-o" field of the form #[DOMAIN TEMPLATE]#.

Domain administrator establishes:
- procedures for use of domain;
- organization responsible for technical support of the domain;
- organization responsible for payment for domain registration
and re-registration (bill-o).

Domain administrator is responsible for choice of domain name,
possible breach of trademark rights, as well as for the conflict
situations caused by using other organizations' names.

ACCOUNT PERIOD - one year during which an operation of corresponding
DNS is ensured. The first account period starts on the first day
of the next month after delegation of a domain. In case of
re-registration of a domain the following account period starts
on the same date of the next year.

ADMINISTERING A DOMAIN - determining domain's procedures of use,
providing domain's technical support, organizing payments for
ensuring domain's operation.

RE-REGISTRATION OF A DOMAIN - revision of information on a domain
after an account period termination. Re-registration of a domain
ensures prolonging the domain's delegation for a next account
period.

RE-DELEGATION OF A DOMAIN - organizational and technical actions on
transfer of domain administering rights to another domain
administrator.

TECHNICAL SUPPORT OF A DOMAIN - technical actions on ensuring domain
operation (DNS capacity, timely providing information required
for ensuring domain's normal operation).

CLIENT ORGANIZATION - legal entity for which the contracted services
are provided. The data on CLIENT ORGANIZATION is specified in the
"bill-o" field (domain description form #[DOMAIN TEMPLATE]#).
Before CONTRACT is concluded, Client CLIENT ORGANIZATION must be
registered in RIPN data base (form of organization data
#[ORGANIZATION TEMPLATE]# is included into Recommendations on how
to fill in the application form).

APPLICANT - CLIENT ORGANIZATION, or individual person, or legal
entity specified by the Client, from which application are
obtained for registration or re-registration of a domain in .RU
zone.

APPLICATION - a letter with information to be registered in RIPN
database. Forms of application are described in Recommendations
on how to fill in the application form for registration and
re-registration of second level domain in .RU zone.


1. GENERAL PROVISIONS ON ADMINISTERING .RU ZONE

1.1 In accordance with the Agreement "On the procedures for
administering .RU zone" from 04.12.1993 The Russian Institute for
Public Networks (RIPN) accepts obligations on .RU zone
administering. .RU zone administering right is delegated to RIPN
by International network information center (InterNIC). This is
officially confirmed in appropriate databases of InterNIC and
RIPE.

1.2 Guided by present REGULATIONS RIPN administers .RU zone with its
own facilities.

1.3 Domains are registered on the basis of Application. All
applications are equal regardless of the APPLICANT's name.

1.4 Coordination Group (CG) is created to coordinate the
administering of .RU zone. Coordination Group approves
"Regulations and tariffs for services on second level domains
registration in .RU zone" and controls the observance of the
REGULATIONS.

1.5 Coordination Group consists of representatives of organizations
that have signed the Agreement "On the procedures of
administering .RU zone" from 04.12.1993, as well as organizations
who signed it later. The list of Coordination Group members is
publicized on RIPN WWW-server: http://www.ripn.net/nic/dns/

1.6 When registering a domain name RIPN is not responsible for
APPLICANT's possible breach of trademark rights, as well as for
the conflict situations caused by using other organizations'
names.

1.7 All contact persons specified in the form with the organization
data should be accessible via e-mail . In cases when contact
persons are not accessible via e-mail, RIPN is not responsible
for non-delivery of bulletins.



2. PROCEDURES FOR DOMAIN REGISTRATION IN .RU ZONE

2.1 Application for domain registration and re-registration in .RU
zone should be sent to the address ru-dns@ripn.net.

2.2 In case of compliance with the provisions of section 4 (terms of
domain registration and delegation) of REGULATIONS RIPN delegates
the domain.

2.3 CLIENT ORGANIZATION, specified in the "bill-o" field (domain
description form #[DOMAIN TEMPLATE]# ) concludes the CONTRACT on
second level domains registration and technical support in .RU
zone with RIPN. CLIENT ORGANIZATION makes payments in accordance
with the CONTRACT and section 7 of REGULATIONS. One Contract can
be the format for registration payment and technical support of
several domains.

2.4 After domain delegation CLIENT is liable to pay for the first
services rendered within the term set by section 7 of
REGULATIONS. Domain registration payment ensures the operation of
the domain for the account period.

2.5 After the termination of the account period the domain
information is updated and the domain is re-registered. Domain
re-registration ensures prolonging its delegation for the next
account period.


3. THE PROCEDURES FOR PROCESSING APPLICATIONS FOR DOMAIN DELEGATION

3.1 Domains are registered on authority of the Application.

3.2 Application form for registration and re-registration of domains
in .RU zone can be obtained from RIPN WWW-server:
http://www.ripn.net/nic/dns/ The application form can be sent
to APPLICANT upon his request via e-mail within one working day
from receipt of request. The request must be sent to RIPN
maintenance service to address: ru-ncc@ripn.net.

3.3 The filled-in application must be sent to RIPN address via
e-mail: E-mail: ru-dns@ripn.net (automatic processing of
applications) The e-mail letter must contain the application for
registration or re-registration of just one domain.

3.4 The filled-in application receiving confirmation is sent to
APPLICANT within one working day from the moment of its receiving
by RIPN.

3.5 The answer to the domain registration application must be sent to
APPLICANT after two working days from the moment of putting
correctly filled-in application on the registration waiting list.
In case of doubt about possibility to delegate a domain RIPN
reserves the right to postpone the processing of the application
for the domain till the CG meeting.

3.6 If one domain delegation is applied for by several APPLICANTS,
the decision on it is made in accordance with the procedures of
putting the applications on the registration waiting list.


4. TERMS OF DOMAIN REGISTRATION AND DELEGATION

4.1. Delegation of the domain can be made only if there are at least
two DNS-servers (primary and secondary DNS) to maintain the delegated
domain. Besides at least two of them are to be placed in different
IP-networks (in different networks of C class in common terminology)
and have a reliable connection to the Internet. "Reliable connection"
means such connection where the total time of disconnection with
the server does not exceed two hours a day (the day is established
as equal to 24 hours).

4.2 Primary and secondary DNS maintenance are required to meet the
requirements set forth in the International charts RFC - 1032,
1033, 1034, 1591.

4.3 DNS information should be in agreement with the current condition
of the net.

4.4 It is recommended to follow geographical principle or use the
name of the applying organization or organizations group when
assigning names to second level domains. In case of individual
application it is recommended to use surname, or first, or middle
name of the Applicant. In case the domain is registered in
a framework of a project involving two organizations or more, it
is recommended the "admin-o" field contains the name of the only
one organization that gave name to the domain.

4.5 Domain name shall consist of more than one character, begin and
end with a Latin letter or with a figure. Letters, figures or
hyphen can be intermediate characters.

4.6 In case of failure of payment the domain name is considered
vacant. Its subsequent registering and delegation is conditional
upon the payment in advance.

4.7 If registering and delegation is conditional upon the payment in
advance, the payment for the domain must be during two monthes
after the account period starts.
In case of failure of payment the domain name is considered
vacant.

4.8 The application for domain registration is refused by all means
or postponed in the following cases:
4.9.1 The applied domain name already exists and it is registered
in the name of another organization;
4.9.2 It is a result of a decision made by the qualified majority
on CG meeting;

4.9 .RU zone administrator can refuse the application for domain
registration in the following cases:

4.9.1 If the obscene language or expressions violating Russian
Laws are used when giving name to the domain;

4.9.2 If the application for domain registration does not meet
the requirements of Recommendations on how to fill in the
application form: http://www.ripn.net/nic/dns/ for more than one
month from the last time they have been changed.

4.9.3. A failure to comply with performance under Subsection 4.14
of this Appendix.

4.10 .RU zone administrator can terminate immediately the delegation
of domain
- on the basis of the official letter of the domain Administrator
specified in "admin-o" field (the domain description form
#[DOMAIN TEMPLATE]#).
- on the basis of the maintainer demand in case of nameservers
change and failure to fulfill articles 4.1, 4.2, 4.3 of
REGULATIONS.

4.11 In case of failure to fulfill articles 4.1, 4.2, 4.3 of
REGULATIONS for more than one month .RU zone administrator can
terminate the domain delegation till the elimination of the
drawbacks in server maintenance. In this case payment for
registration or re-registration is not refunded, the beginning
date of the account period is not changed. During the period of
terminaton the right to the domain administering belongs to the
domain administrator, whose data is specified in the field
admin-o (the domain description form #[DOMAIN TEMPLATE]# ).

4.12 In case the information ceases to correspond to reality (because
it is out of date) CLIENT ORGANIZATION must provide RIPN with new
data within no more than a month from the moment of its change.

4.13. The .RU zone administrator has a right to inquire an organization
or individual registered in RIPN's database to consent to the data
consist of the following elements:

- the registered address of the organization (the field "address-r"
in the form #[ORGANIZATION TEMPLATE]#)
- the postal address of the organization (the field "p-addr" in
the form #[ORGANIZATION TEMPLATE]#)
- the codes (the field "code" in the form #[ORGANIZATION TEMPLATE]#)
- the name of the organization (the fields "org", "org-r" in the
form #[ORGANIZATION TEMPLATE]#)
- first name, second name and last name (the fields "person", "
person-r" in the form #[PERSON TEMPLATE]#)
- the passport data (the field "passport" in the form #[PERSON
TEMPLATE]#)
- the postal address of the person (the field "p-addr" in the
form #[PERSON TEMPLATE]#)
- date of birth (the field "birth-date" in the form #[PERSON
TEMPLATE]#),

Inquiries concerning the accuracy of contact details are sent by
the .RU zone administrator via e-mail to the contact email addresses
being contained in RIPN's database. A way of confirmation (via email,
fax, notarized copies, etc.) is indicated at the inquiry.

4.14. The information inquiring by the .RU zone administrator must be
provided by an organization or individual within fourteen (14)
calendar days upon sending the first inquiry.

4.15. In case of failure to comply under Subsection 4.14 of this
Appendix the .RU zone administrator has a right to suspend delegation
of a domain name associated with the organization or individual
inquired under Subsection 4.13. The domain name shall be activated
within three (3) business days after receiving required information
by the .RU zone administrator. Failure to respond to inquiry of the
.RU zone administrator under Subsection 4.13 for over twenty (20)
calendar days after the domain name delegation suspending may be
a basis for cancellation of the domain name registration. There is
no credit for the domain name registration or renewal.


4.16. Domain name registration can be cancelled before the expiry of the
registration period in the following cases:

(1) upon written request of Domain Administrator;
(2) upon valid court judgment, which:
- declared administration of the domain by Domain Administrator to
constitute infringement of rights of the claimant; and/or
- banned use in a domain name of a symbol, rights to which belong to the
claimant.
The person whose rights the court declared infringed has a pre-emptive
right to register the cancelled domain. To utilize such pre-emptive right
such person should send to RIPN a written application for registration of
the domain name within 30 (thirty) calendar days from the date of
cancellation of registration.


5. THE PROCEDURES OF DOMAIN RE-REGISTRATION.

5.1 To renew domain name registration Account Holder should order
domain name renewal and should have enough means on its Personal
Account to pay for this renewal. To order domain name renewal you
can use WWW-interface for registered users:
https://www.ripn.net/nic/dns/en/form/

5.2 Re-registration is provided by means of specifying the domain
data in response to the inquiry from RIPN. The data specification
is not required and the re-registration is considered as provided
if no answer is given to the inquiry within three workdays.

5.3 Providing re-registration ensures domain delegation prolonging
for a next account period.

5.4 The domain re-registration is paid in accordance with the
CONTRACT between RIPN and CLIENT specified in the "bill-o" field
(domain description form #[DOMAIN TEMPLATE]# ). CLIENT effects
payment in accordance with the CONTRACT and section 7 of
REGULATIONS.


6. DOMAIN RE-DELEGATION PROCEDURES

6.1 The domain re-delegation to another legal entity or individual
person (changing the "admin-o" field in the domain description
form #[DOMAIN TEMPLATE]# ) can be provided only on the grounds of
official letter from organization specified in the "admin-o"
field. The letter should be mailed to the address:

6.2. An organization or individual must provide the personal data
listed on RIPN's web-site: http://www.ripn.net/nic/dns/en/forms.html

6.3. The .RU zone administrator shall change the domain administrator
within two (2) business days after receiving the official request
from the domain administrator to change the domain name owner.
The .RU zone administrator may extend this term to thirty (30)
calendar days.

6.4 In case the application for the domain re-delegation is received
the .RU zone administrator informs the representatives of the
organization or individual person to which the right for the
domain administering is delegated and representatives of
organization in charge of domain payments for registration and
re-registration as well as the representatives of technical
support service.

6.5. The .RU zone administrator has a right to refuse a request
to change the domain name owner in case or failure Subsection 4.14
of this Appendix.


7. RATES AND PAYMENT

7.1 RATES

7.1.1 The price for one primary domain registration in .RU top
level domain is 20 conventional money units (not including taxes).
7.1.2. The price for one annual domain renewal in .RU top level
domain is 15 conventional money units (not including taxes).

7.2 FEES

7.2.1 Cost of services for Residents
It is settled in roubles and is determined by multiplying the
price by the conventional money unit rouble equivalent.
The rouble equivalent of the conventional money unit corresponds
to the rouble equivalent of 1 (one) USD set by
the Central Bank of the Russian Federation for the day of the
payment making by Customer's Bank and it will not
be changed up to the moment of service receiving.
7.2.2 Cost of services for Non-Residents
It is settled in USD and is determined by service price.
The USD equivalent of the conventional money unit
corresponds to 1 (one) USD.

7.3 The payment for domain registration and domain renewal shall
be made by the person (company or individual) specified
in the "bill-o" field (domain description form #[DOMAIN TEMPLATE]#)
according to this CONTRACT.

7.4 The CONTRACTOR reflects the information of the services consumed
by the CLIENT (according to the current rates) and the client's
payments on the client's Personal account. The CONTRACTOR provides
access to the client's Personal account for the CLIENT.

7.5 Any service can be rendered to the CLIENT provided that there
is enough means on the client's Personal account to pay
for the service.

7.6 An invoice for rendered services is made by the CONTRACTOR at
the client's request. To request an invoice the CLIENT should use
www-interface of the CONTRACTOR. The original of the invoice will
be sent to the CLIENT by post within 3 (three) working days after
receiving the request. The CLIENT can print the copy using
www-interface of the CONTRACTOR.

7.7 The payment receipt is the receipt of means to the contractor's
account provided that the CONTRACTOR receives the
payment documents from the bank which confirm and identify the
payment. Before such receipt of the confirming payment
documents from the bank, the confirmation can be made by a copy
of the payment document submitted by the CLIENT.
Payment documents must have the reference to the number of the
CONTRACT (field "Purpose of the payment").

7.8 If renewal payment is not transferred to the contractor's
account before expiration of the registration period then the
domain delegation is frozen. If the domain renewal will not be
made within 30 days after the end of the registration period,
the domain registration will be cancelled (domain name will
become available for registration).. In case of payment receipt
before domain cancellation, the domain delegation can be
resumed within three working days.

7.9 The "common use" domain registration is free of charge.

7.10 The refund of client's unused means is made by transfer
to the client's account in any bank-resident of the Russian
Federation. The refund will be made within seven working days
at availability of a written application from the part of the
CLIENT with indication of complete essential details of the
recipient. The balance of refunded means is excluded the sum
due for services the CLIENT has used from the moment of the
CONTRACT conclusion.


8. REPLACING THE PAYER FOR THE DOMAIN

8.1 Re-registration payments obligation is transferred to another
payer (the "bill-o" field data in domain description form
#[DOMAIN TEMPLATE]# is changed) by the service of technical
support for the form specified in the "mnt-by" field of the form
#[DOMAIN EMPLATE]#. This transfer can be also provided on the
grounds of the official letter from the organization specified in
the "admin-o" field (domain description form #[DOMAIN
TEMPLATE]#). The letter must be sent by fax or mailed to the
address specified in article 6.2.

8.2. In case of receiving of an official letter or request to transfer
responsibility for all fees the .RU zone administrator shall inform
all contacts specified in the current and new domain name
registration forms. RIPN has a right to inquire confirmation from
contact person bill-c of new organization.

8.3. In case of termination of Agreement by a Customer in whole or
in part of domain names specified by the Customer, RIPN provides
email notice to the domain name Administrator sponsored by this
Customer. The domain name Administrator shall:
- set another Customer as a payer (person having Agreement
RIPN),
or
- transfer domain name sponsorship to one of active registrars.
The list of accredited registrars is available at RIPN's
web-site: http://www.ripn.net/nic/dns/
Otherwise the domain name registration will be cancelled
pursuant to procedure under the terms of the Appendix.

8.4 In case of termination of Agreement by a Customer accredited as
a registrar, this one shall confirm the performance of registration
functions as a registrar simultaneously with giving written notice
about termination of Agreement with RIPN. RIPN provides email
notice to the domain name Administrator sponsored by this Customer.
Within two weeks after sending such notice the domain name
Administrator shall:
- set another Customer as a payer (person having Agreement
with RIPN),
or
- transfer domain name sponsorship to one of active
registrars. The list of accredited registrars is available
at RIPN's web-site: http://www.ripn.net/nic/dns/
or
- suspend judgement on indefinite term (before a domain
name registration term will expire) and inform RIPN
about it.

If within 30 calendar days after sending such notice
domain name Administrator fails to comply under procedures
above, RIPN has a right to transfer the domain name
sponsorship to the Registrar, which sponsored this domain
name before termination of Agreement with RIPN and keeps
the rules established by RIPN.

Note. RIPN has a right to limit a number of notices
proceeding from its own technical resources.

9. TYPES OF DOMAINS.

9.1 COMMON USE DOMAINS (geographical and generic ones).

9.1.1 The common use domain are all geographical domains, as well as
second level domains (generic ones): AC, COM, EDU, NET, ORG, INT
and PP. Decision on assigning the "common use" status to other
domains is made by Coordination Group.

9.1.2 The second level geographical domain is delegated in accordance
with Russian Federation entities list. Any exceptions must be
approved by special decision of .RU zone Coordination Group. The
Russian Federation entities list is available on RIPN WWW-server:
http://www.ripn.net/nic/dns/ Only a legal entity may be the
common use domain administrator.

9.1.3 The common use domain administrator ensures domain
administering in accordance with "Regulations on geographical
domains administering" (which are the same for GENERIC domains as
well). In case any limitations of subdomains registration
procedures are introduced the administrator must receive the
Coordination Group approval of rules. The rules for the common
use domains administrator are publicized on RIPN WWW-server:
http://www.ripn.net/nic/dns/ The common use domains
registration in .RU zone is free of charge. The common use
subdomains registration in .RU zone is free of charge. All
applications for subdomains registration are considered on equal
basis irrespective of the APPLICANT's name.

9.1.4 In case the common use domain administrator fail to follow the
administering rules each Coordination Group member or .RU zone
domain administrator can propose the delegation of his
organization domain be canceled at the Coordination Group
meeting. In case the domain delegation is canceled the duties on
its administering are temporarily placed on RIPN or another
Coordination Group member. Re-delegation of such a domain is
possible not earlier than three months from the date when the
duties on its administering were replaced. When necessary the .RU
zone domain administrator can cancel the domain delegation and
temporarily transfer the right for its administration to another
organization till the next Coordination Group meeting by himself.

9.1.5 The secondary DNS can be located on the .RU zone administrator
servers in case the common use domains require it (providing the
Internet connection independence is followed).

9.2 PUBLIC DOMAINS.

9.2.1 Public domains are geographical domains whose names are derived
from geographical names (but not listed in geographical). The
domains whose names consist of common words may be classified as
public. The public status can be assigned to domain according to
the application. Decision on assigning the "public use" status to
the restricted domains is made by Coordination Group.

9.2.2 The public domain administrator must follow the principles of
the .RU zone domains administering specified in REGULATIONS. In
case any limitations of domain registration procedures are
introduced the administrator must receive the Coordination Group
approval of regulations. The REGULATIONS for the public domains
administrator are publicized on RIPN WWW-server:
http://www.ripn.net/nic/dns/ Considering applications, the
domains registration and delegation in public domains must be
carried out on equal basis. Registering the public domains in .RU
zone is paid in accordance with section 7 of REGULATIONS. The
public domain administrator determines value and procedures of
payment for domain registration in his zone by himself.

9.2.3 In case the public domain administrator fails to follow
REGULATIONS the procedures of settlement of disputable issues is
the same as the one described in article 9.1.4.

9.3 THE RESTRICTED/LIMITED USE/CORPORATE DOMAINS.

9.3.1 Corporate domains are all domains not listed in Geographical,
Generic and Public.

9.3.2 The corporate domain administrator determines the
administration principles of the zone delegated to him as well as
value and procedures of payment for domain registration in his
zone by himself. Registering the corporate domains in the .RU
zone is paid accordingly to section 7 of REGULATIONS.
